What do people mean when they say "8-digit" steam account or "4-digit" steam account?

Also, how do these accounts with CSS only cost $5 when it's $20 for a new copy of CSS?

I stopped hacking a long ass time ago, so I don't have to worry about ever getting vacced again.

I played my now vacced account for 5 years, and i hacked every once in awhile until like a year ago, so if I dont hack on this one.. Theres' now way I'll get vacced.
